Summary
Great Britain wanted to expand their overseas empire, so they wanted to get most of Germany's overseas colonies. They wanted them to pay for what they had in reparations but also wanted them to remain a good trading partner. Since Germany was caught in the the middle of the USA and France they didn't want to be to aggressive with the charges against Germany with the reparations.
